NASFA Chat: Statewide Master Planning - Part II

Join us as we offer Part II of our Statewide Master Planning discussion.

On this Part II Chat, we plan to discuss a five year strategic plan that would go along with an agency’s larger master planning efforts with a focus on agency issues that are tied to deferred maintenance. Maryland manages two programs that are used to fund deferred maintenance projects but our backlog and amount of annual funding don't address the need. Maryland also has a funding mechanism for larger capital projects that could be used based on data gathered as part of a five year strategic plan or a master plan.

From some of the information shared on the last call, Maryland has put together a strategic maintenance outline which they are currently working to create a fillable survey similar to what the Wyoming team did. They hope to accomplish a few things with the survey:

  1. Get a sense of the agencies short term maintenance goals

  2. Get the agencies to look holistically at their facilities and systems and plan for projects versus reacting to what is failing

Our goal is to combine data from the survey with data gathered by the Building Assessment Unit (BAU) to assist with developing the statewide master plan that spans multiple agencies.

Same Staff, More Work with a Financial Cliff – Focus on Employee Wellness

State employees, particularly facilities-related professionals, are experiencing burnout among their staff and personnel.  With an increased number and size of projects due to the large infusion of one-time federal funds, and a reluctance by many states to increase the number of permanent project managers, staff is having difficulty keeping up and maintaining a positive work-life balance.  Has your organization developed creative solutions to address staff burnout?  If so, we’d love to hear about it.  Join us as we discuss potential solutions to resolve this issue. (Session will not be recorded.)

Establishing and Sustaining a Facilities Condition Assessment Program
Facilities Condition Assessment (FCA) plays a crucial role in the lifecycle management of public buildings and infrastructure. FCA provides key qualitative data used in strategic planning, to make informed funding decisions, and to properly maintain public property. As important as FCA is, many states struggle to establish and maintain an FCA program within their organizations. One of the most difficult steps can be getting started – it seems like an insurmountable challenge. Many ask: “Don’t I need to catalog my entire asset inventory first?”, “Can we even afford to do an FCA?”, and “How do we keep data up to date over time?”. This session will explore these questions and more with a panel of experts who have been there and can share their expertise and the lessons they’ve learned.

    • Kelly Berard, Senior Project Manager, Division of Public Works, Idaho Department of Administration

    • Jim Clute, State Facilities Manager, Georgia Department of Transportation

    • Mike Ligday, Data Analyst, Minnesota Department of Transportation

    • Kevin Raasch, Chief Customer Officer, FacilityForce, Inc.

NASFA Chat: Statewide Master Planning

NASFA Chat: Statewide Master Planning

Join us as we discuss Statewide Master Planning.

We'll begin by hearing how the Maryland Department of General Services (DGS) is undertaking a statewide master planning effort. The goal of this effort is for DGS, which is a support agency for 16 different state agencies, to understand how state-owned facilities, as well as leased space, are utilized and if there are opportunities to right size the state’s footprint. Maryland plans to use information from building assessments (these assessments record the condition of the building's envelope, interior and operating systems), agency mission requirements, building occupancy and leased space. Their goal is to create a report on buildings that the state could divest of and either move to leased space or build new buildings. This would be supported with a cost analysis comparing all options.

Following Maryland's overview, participants can discuss what other states are doing or planning to do with their statewide master planning.

Come prepared to ask questions and share lessons learned.
