Deadline for Scholarship Applications
We are now accepting applications for our scholarship program for state facilities professionals. Open to non-member and member state representatives, the scholarship is designed to help cover travel-related expenses— including airfare, hotel, and more— with traveling to and from, as well as attending, the conference. Commissioning: What Owners Need To Know
This Building Commissioning Association (BCxA) presentation will describe the commissioning processes for new and existing buildings. It will also list the deliverables one should expect from a commissioning provider. You will be able to recognize the value of commissioning for new buildings and as well as how ongoing commissioning ensures continued energy savings. Lastly, this presentation will cover commissioning scope and procurement best practices.
The BCxA is an international nonprofit organization, which is a strong dedicated advocate for more than 1,200 members of the commercial building industry, helping them ensure that our new and existing buildings have the best possible risk management, quality assurance, and resiliency. Adriana Briggs is a project coordinator at the Charleston County Aviation Authority (CCAA). With over 12 years of experience in the architecture, engineering and construction industry, Adriana has successfully overseen more than $5 million in capital improvements. She played a pivotal role in implementing Kahua and was a key contributor to the design and architecture of CCAA’s Kahua platform. Her responsibilities include managing internal projects, coordinating and scheduling external contractor support, and ensuring that all CCAA grant submittals adhere to the highest quality standards.
Nathan Yokoyama is the Director of Engineering for the Charleston County Aviation Authority. The Authority operates South Carolina’s busiest and fastest growing airport, Charleston International, and two general aviation airports, Mt Pleasant Regional and Charleston Executive Airport. He is responsible for the planning and design for all capital and large maintenance projects. He holds a bachelor’s degree in civil engineering from Florida State University and is a licensed professional engineer in the state of South Carolina.

NASFA Chat: Statewide Master Planning - Part II
Join us as we offer Part II of our Statewide Master Planning discussion.
On this Part II Chat, we plan to discuss a five year strategic plan that would go along with an agency’s larger master planning efforts with a focus on agency issues that are tied to deferred maintenance. Maryland manages two programs that are used to fund deferred maintenance projects but our backlog and amount of annual funding don't address the need. Maryland also has a funding mechanism for larger capital projects that could be used based on data gathered as part of a five year strategic plan or a master plan.
From some of the information shared on the last call, Maryland has put together a strategic maintenance outline which they are currently working to create a fillable survey similar to what the Wyoming team did. They hope to accomplish a few things with the survey:
Get a sense of the agencies short term maintenance goals
Get the agencies to look holistically at their facilities and systems and plan for projects versus reacting to what is failing
Our goal is to combine data from the survey with data gathered by the Building Assessment Unit (BAU) to assist with developing the statewide master plan that spans multiple agencies.

NASFA Chat: Statewide Master Planning
Join us as we discuss Statewide Master Planning.
We'll begin by hearing how the Maryland Department of General Services (DGS) is undertaking a statewide master planning effort. The goal of this effort is for DGS, which is a support agency for 16 different state agencies, to understand how state-owned facilities, as well as leased space, are utilized and if there are opportunities to right size the state’s footprint. Maryland plans to use information from building assessments (these assessments record the condition of the building's envelope, interior and operating systems), agency mission requirements, building occupancy and leased space. Their goal is to create a report on buildings that the state could divest of and either move to leased space or build new buildings. This would be supported with a cost analysis comparing all options.
Following Maryland's overview, participants can discuss what other states are doing or planning to do with their statewide master planning.
Come prepared to ask questions and share lessons learned.
