From Blueprints to Bytes: Digital Twins and Historic Building Management

Effective stewardship of historic landmarks depends on comprehensive, accessible information. Historic Building Information Management (HBIM) digitizes and organizes key data into an intuitive 3D platform, enabling building managers to better understand and maintain facilities. This presentation highlights the forward-looking integration of Digital Twin technology, demonstrated at the Michigan State Capitol, which connects real-time data to virtual models. As architectural industry increasingly focuses on existing structures, HBIM offers innovative solutions for long-term preservation and smarter facility management.

  • Robert Blackshaw is the Executive Director for the Michigan State Capitol Commission and is responsible for the preservation, design, and construction of all building elements in the National Historic Landmark Capitol and Grounds. He is committed to preserving the fabric and character of the Capitol through preservation maintenance. Rob also worked as a Project Manager and Director of Facilities for the House of Representatives, as well as The Taubman Company.

  • Benjamin Telian, AIA is a Senior Associate at Quinn Evans with over 16 years of architectural design, document execution, and project management experience serving clients in the Cultural, Higher Education, Historic Renovation, and Municipal market sectors. He has demonstrated a keen ability to think creatively through problems, work effectively with Owner and Constructor, and to understand complex institutional factors that impact the design and construction of major capital projects. His work is marked by excellence in design, constructability, cost consciousness, and client satisfaction across the breadth of his project experience.

  • Robert Fink, AIA is breaking new ground in architectural design, preservation, and the stewardship of historic buildings through the application of advanced technology and building information modeling. He combines his knowledge of building assessments, conservation, and restoration with technology-based skills to evaluate design strategies, coordinate disciplines, and create high-performing buildings. As Quinn Evans' director of design technology, Rob provides leadership in leveraging innovative technologies to better inform design projects. His experience in Historic Building Information Modeling (HBIM) has also helped clients document critical assets, prioritize maintenance and rehabilitation measures, and enhance access to historical records and stories for interpretive purposes.

  • Charles Thompson is a preservation architect that actively works on advancing the field in new and innovative ways. He has worked on integrating new and emerging technologies with historic structures including some of the nation’s most famous landmarks, such as the National Air and Space Museum, Arlington National Cemetery, Lincoln Memorial, Arlington Memorial Bridge, Michigan State Capitol, and George Washington’s Mount Vernon.  As an associate at Quinn Evans and long-standing member of the Heritage practice area, Charles provides valuable insight and leadership in incorporating the latest advancements in design technology in established preservation workflows. He is also co-chair of the Heritage Committee for the US Institute of Building Documentation.

Utah Capitol & New Museum Construction

Prior to touring Utah’s State Capitol and New North Capitol Museum on May 20, 2025 during NASFA’s 2025 National Conference & Expo you’ll want to participate in this presentation. If you’re not able to participate in the tour, this is your opportunity to learn about Utah’s capitol and the construction of their new museum.

Utah State Capitol Renovation (2004-2008)
From 2004 to 2008, the Utah State Capitol underwent a massive renovation to improve safety, functionality, and historical preservation. The project included seismic retrofitting, restoring original architectural details, and adding underground facilities. The enhancements ensured the Capitol remains a lasting symbol of Utah’s government while meeting modern structural standards.

New North Capitol Museum
The North Capitol Building is being constructed into a state-of-the-art museum showcasing Utah’s political and cultural history. This new space will feature interactive exhibits, historical artifacts, and educational programs, providing an immersive experience for visitors to explore Utah’s rich heritage.

This Building Commissioning Association (BCxA) presentation will describe the commissioning processes for new and existing buildings. It will also list the deliverables one should expect from a commissioning provider. You will be able to recognize the value of commissioning for new buildings and as well as how ongoing commissioning ensures continued energy savings. Lastly, this presentation will cover commissioning scope and procurement best practices.

The BCxA is an international nonprofit organization, which is a strong dedicated advocate for more than 1,200 members of the commercial building industry, helping them ensure that our new and existing buildings have the best possible risk management, quality assurance, and resiliency.   • Lyn Gomes, PE, CCP, LEED AP, BCxA President -- Lyn is the current president of the Building Commissioning Association's board of directors. Outside of the BCA, she is a commissioning coordinator at DPR Construction. She is co-chair for the new IES/ANSI standard on sequences of operation for lighting control systems, teaches classes on lighting control systems, and chairs ANSI/IES LP-8, the standard the Commissioning Process Applied to Lighting and Control Systems.

  • Nathan Yokoyama is the Director of Engineering for the Charleston County Aviation Authority.  The Authority operates South Carolina’s busiest and fastest growing airport, Charleston International, and two general aviation airports, Mt Pleasant Regional and Charleston Executive Airport.  He is responsible for the planning and design for all capital and large maintenance projects.  He holds a bachelor’s degree in civil engineering from Florida State University and is a licensed professional engineer in the state of South Carolina.

NASFA Chat: Statewide Master Planning - Part II

Join us as we offer Part II of our Statewide Master Planning discussion.

On this Part II Chat, we plan to discuss a five year strategic plan that would go along with an agency’s larger master planning efforts with a focus on agency issues that are tied to deferred maintenance. Maryland manages two programs that are used to fund deferred maintenance projects but our backlog and amount of annual funding don't address the need. Maryland also has a funding mechanism for larger capital projects that could be used based on data gathered as part of a five year strategic plan or a master plan.

From some of the information shared on the last call, Maryland has put together a strategic maintenance outline which they are currently working to create a fillable survey similar to what the Wyoming team did. They hope to accomplish a few things with the survey:

  1. Get a sense of the agencies short term maintenance goals

  2. Get the agencies to look holistically at their facilities and systems and plan for projects versus reacting to what is failing

Our goal is to combine data from the survey with data gathered by the Building Assessment Unit (BAU) to assist with developing the statewide master plan that spans multiple agencies.

This session will explore these questions and more with a panel of experts who have been there and can share their expertise and the lessons they’ve learned.
